Can you post/describe your config files you use to achieve this ?
Afaik you should create necessary xorg.conf.d entries for your input device
to have them persists across device plugging/unplugging, at the very least

When X is running and I plug out/plug in my usb keyboard, I see
that Xmodmap/xset etc settings get lost and I have it to run
xmodmap/xset again for them to apply to the keyboard. Is this a
bug or the behavior the way it should be ?
