Thanks for the extra information! I've experimented, and it begins to look like
a case where I'll have to go for the "least harmful" option (le moindre mal ...)
with chapter prepend, we get clear sequential numbering for chapter/section
titles
Chapter 3. title
3.1 title
3.2 title
but we get conf
