Are you saying this part of it works on other OSes, just not on the 2008
R2 server, or is this a problem regardless of host environment? Does this
happen only when the Desktop Experience feature is not turned on?

excel-add-in option however it is giving me another

If it is Office 2003, it won't work.
If it is Office 2007, HKLM VSTO add-ins were not supported when RTM
shipped but were enabled later via an update (KB976477). Even if you
