I forgot to say what I succeeded to localize. When there is a File element in

Directory C:\Config.Msi does not exist after the install/uninstall so I
can not check the credentials of the local system account.
Maybe this can be of help. The above mentioned error happens on Win 8.1
Pro 64-bit and Win 7 Pro 64-bit. On Vista Business 32-bit this error
doesn't happen.

Sometimes the SYSTEM account loses access to folders like that, so I'd
look at the security settings on the folder. It works when you do this
with elevated admin privileges because administrators can delete that
folder.

During the work on a complex msi package, I came across the error, which
is displayed in the subject of this message. This error happens during the
uninstall procedure. It is important to note that the above mentioned
error does not happen when the installation is executed from the CMD,
