Directory C:\Config.Msi does not exist after the install/uninstall so I  
can not check the credentials of the local system account.

Maybe this can be of help. The above mentioned error happens on Win 8.1  
Pro 64-bit and Win 7 Pro 64-bit. On Vista Business 32-bit this error  
doesn't happen.

I tried to install/uninstall packages, which are created on any of the  
above listed OSs but without success. The only difference is in the size  
of msi files. The size of those, which are created on win 8.1 and 7 is  
264kb and the size of one, which is created on vista is 247kb.
