Sounds like a bug. WiX v3.5 is under development right now and Votive is
not necessarily stable.

You have to convert the project by hand.
Basically what I did was create another project, and then I believe you can
simply copy the other files in. Once you have done one, you can diff the old
and the new, there are only a few minor changes between them.
