I believe the confusion you are having stems from the usage of util:ProductSearch inside your BA. That search would mirror the functionality of the ProductSearch within a MSI, which only populates the Upgrade table in the MSI with the Upgrade code of a MSI. Windows Installer only knows or cares

Directory C:\Config.Msi does not exist after the install/uninstall so I can not check the credentials of the local system account. Maybe this can be of help. The above mentioned error happens on Win 8.1 Pro 64-bit and Win 7 Pro 64-bit. On Vista Business 32-bit this error doesn't happen. I t
