I discovered the problem. The service had run-time issues. Once I cleared up
these problems, the installer began to work properly (i.e. removing the service
from the service list upon uninstall). I guess for some reason it was marked
invalid and it took the cs.exe command to force it out of the

It could perhaps be just different timing. If your "wait" value is
"no" then you're potentially in a race between the service being
stopped by StopServices and being deleted by DeleteServices.
