You don't have to make less components. You should continue to use good
component practices. If you don't overload the reg key somebody else will.
At least you will be following the best practices of MSI ;) A component per
file is still recommended.

However, I still needed to reduce the number of components, as on a completely
fresh install of XP SP3 my product alone overloaded the key.

Well, it probably isn't that then. Another bad stab, your Team Build doens't
start inside a build environment does it? By default I believe they don't.
The error message is puzzling because it seems to be saying that it just
can't find msiexec.

The default behavior in msi ( REINSTALLMODE property set to OMUS ) for
unversioned resources is that if the creation and modification date differ,
don't replace the file.
MSI/XML can be tricky when you get into situations where the developers want it
