Generate a verbose log during installation of the upgrade package and
see what

One small difference that I can see between yours and mine which is working
is that you don't specify the Language in your UpgradeVersion elements.
Also, this isn't required to upgrade, but to prevent downgrade:
NEWAPPFOUND
Just making sure you had that too.

Do you have any feature conditions? A quick examination and only this jumped
out at me:
First Uninstall:
MSI (s) (64:30) [12:09:18:771]: Feature: Service.Config.Upgrade.Feature;
Installed: Local; Request: Null; Action: Null
MSI (s) (64:30) [12:09:18:771]: Feature: WebService.Con
Not in all cases. Roaming profiles will thwart the perfect solution.
In general, I have seen it discouraged to go mucking with other user's profile
since the current profile cannot know the exact state all of the other profiles
are in. One of a few reasons to leave user data behind.
Of course

Done, thanks a ton for looking at this. There's 5 logs, a clean
install/uninstall, and then an upgrade install, and the two uninstalls
afterwards.

Hi,
On a computer I have two users,
User 1 and User 2.
When they run my application they can create a shortcut that will run it on
startup. So a shortcut is created in the Startup group.
Is it possible to delete this shortcuts when the application in unistalled?
Thanks,
