You are correct in describing the screen that I could not describe so

I understand what you are saying and you are right, AFAIK, about the
security state at that point. I just figured that if I can log off and
log back on, or vnc in at the ctrl-alt-d

I think this as WinVNC reads the registry for the default wallpaper -
obvious
