I think this as WinVNC reads the registry for the default wallpaper - 
obviously, this can be different from the user's wallpaper.

The only short term fix I can suggest is that you log in as admin, 
then change the wallpaper to null.

The flipside of this problem is that if a user has wallpaper set, VNC 
turns it off and then on log out, turns the admin wallpaper on.

Users eh? :-)
