Tech Support said that I can restart a machine remotely and have control
over the computer when it re-boots.
I've tried and I can't do it.
It's probably because VNC Server is not running prior to signing in past the

A vnc user should not setdown or logout xvncserver remotely. I am using
Xvnc server with xinetd option and java-vncviewer. When a user logs in
in to vnc-server through vnc-viewer and tries Ctrl+Alt+TAB the vncserver
gives the system setdown dialog box and for Ctrl+Alt+Backspace it asks

Run the VNC Server configuration applet. When you click Ok to close it, it
will check the state of Windows Firewall on your computer, and offer to
correct it if necessary.

you probably run VNC server in application mode. In this case when you
restart Window, VNC server won't be started automatically.
There is an option to run VNC server as a Window service, and that's exactly
what you need.

BTW, if you would like to keep Fast User Switching enabled, you should
consider using the "Remote Assistance" feature built into XP. It allows
your parents to "request" assistance from you, and you can then take
over the XP machine remotely.
