You could just use the "Welcome Message Patch" against 5.4.

Based on several requests I've received, I have updated my welcome
message patch for 5.4.0-rc2.
PLEASE NOTE: I do not have a running 5.4.0-rc2 setup with which to test
and won't for another few weeks. As a result, this version of the patch
is UNTESTED. All I could do at this time was make sure

I was waiting for 5.4 to come out before redoing it. Per Tom's message
I'll wait until rc2 is released and then update it.
It's a pretty simple patch, just two files. vpopmail.c and vpopmail.h.
