Based on several requests I've received, I have updated my welcome message patch for 5.4.0-rc2.
PLEASE NOTE: I do not have a running 5.4.0-rc2 setup with which to test and won't for another few weeks. As a result, this version of the patch is UNTESTED. All I could do at this time was make sure it compiled.
Having said that, it's a really simple patch.
