Make sure the driver is running:

If not, check the output of niusrprio_
I am attempting to use PCIe on an X310 for the first time. I poked around and
it looked like I needed to download and install
niusrprio-installer-18.0.0.tar.gz. It seems to install correctly. I started
up the service and then the X310, but I cannot seem to uhd_find_device.
