The default download site is: https://www.openoffice.org/download/
use the version that says >.=10.7 as that is the 64bit version that you need
for Catalina.

One possibility is that you have been using a 32 bit version of Open
Office. Catalina is 64 bit only. If this is the problem, you need to
download the latest version of Open Office and install it. The other
likely problem is Apple's Gatekeeper system. Someone else will have to

I upgraded to 4.1.7 (no coffee going from memory) before switching to Catalina.
Yes, one must always be aware of Gatekeeper when upgrading OO.
