Make sure you download the latest print drivers for your printer, printer
controls are a function of the print driver not OpenOffice.
To turn rulers on or off go to View and click on Ruler.

This is not general behaviour, of course. What sort of document are
you creating? If this is a text document, I don't think Writer even
