I've loaded or configured "something" within Gnome so when I log into
the system from the GUI the system will immediately go into a suspend
state, I bring the system back out of suspend by pressing the power
button and the system works fine from there, if I log in via ssh the
system is fine.
If I reboot my F24 system, openvpn server fails to properly start but a
subsequent manual systemctl start openvpn@server does succeed.
The reboot log shows:

I have a script that I use to do this for my classroom, have 20 primary
machines, and about 30 other systems, but this is just a single command.
I like using the putty plink command to do the connection.
