message_payload + UCS-2 dcs

Throughput is ignored

I am using kannel’s smsbox to send messages to a smpp smsc. My SMSC is responding with lots of throttling errors, so I lowered throughput parameter. By doing a packet trace, It looks like throughput parameter is being ignored (I’m seeing a lot more submits_sm per second than my throughput)
