I thought there was some issue at the service that processes the dlr (the
dlr-url request handler). But that was also not the case. I increased the
number of threads on this handler and it is able to process at the speeds with
which the sms box is calling

Note that the dlr is a "specially crafted" sms therefore it consumes
bandwidth. Each dlr, including intermediate ones, counts -in terms of
throughput- as one message. This is more noticeable when using modems.
Also, as such the dlr handling consumes system resources.
