There was a thread on this issue back in October [1]. It resulted in a
design proposal [2].
As far as I know, the design is mostly finished and simply needs
implementation. MPT can probably clarify.

you should try setting the launcher always visible and maybe if you need more
space make the icons smaller.
auto hide is not optimized for tablets. in a tablet ui it would need some tab
to grab/drag or hit.

I reduced two values by half in ccsm on my test install, not perfect but
less annoying for me. Now I just have to push the mouse a little further to
move it on the other screen. I also second that it should not be in both
directions, just to bring up the launcher.
