At one point, without warning, GIMP cursor remained in eraser tool and
wouldn't allow me to switch to another tool or save the current
document. All menu items and other features became un-clickable,
rendering GIMP not functioning. Here are more details below:

That version of inkscape wants python2, but please don't randomly create
symlinks, there is a "python-is-python2" package for it (likewise, there
is also a python-is-python3 package).
