I faced with exactly the same problem with different hardware:
Data:
- Fresh install of Ubuntu 15.10 (plus some other non-desktop or gnome related
packages)
- All energy consumption related settings are default (I have not changed them
till now).
- Laptop: ACER Aspire V3-371-51
- CPU: Intel Core
... unfortunately I realized that my problem begins NOT with screensaver
activation, but screen LOCK activation.
During test I switched off the LOCK, this is why my problem seemed to be solved.

Unless the problem that Harvey and I are seeing is different (which
seems very unlikely; both of us have Inspiron 1420s, both of us see the
problem only with swapcaps, and both of us see the same symptoms: a key-
up event for some regular key does not make i

repeats when both processors are stable at the low freq. And

I tried July 10th, snapshot and found that it still flickers on the Toshiba
A215. It does seem improved and the most obvious flicker seems to occur
when there is a progress dialog, such as on Firefox download window.

Tried various tweaks to get performance sorted with tweaks to come.
Still very slow when scrolling webpages. Facebook for example. Shall do

Same problem here, clean install of Kubuntu Lucid Alpha 2. Nvidia
proprietary driver does not install.
I'll attach /var/log/jockey.log for the nvidia driver (I have tried
twice).
Since modern nvidia hardware will overheat rapidly if used with the nv
driver, I would regard this bug as serious.

I have nvidia driver 195 and still have this bug. However restarting
compiz is also a solution. Therefore, i developed a pm-utils hook that
restarts compiz (and gnome-panel) after resuming from suspend or
hibernate only in case openoffice is running.

Bryce - this exact problem occurs on Macbook in Karmic (beta) with the
X233H on the Nvidia 9400M - also doesn't connect to the projectors in
Millbank in anything greater than 640x480. Same setup works for both on
apples OS.

FYI, this seems to be fixed in the 2.6.31-9rt kernel. fglrx builds
properly now. I am using a stock clean Karmic amd64 release install
fully updated with the following metapackages installed on top.

I have the same issue with a Cherry keyboard attached to an atom based
ubuntu 9.04 box, via a compaq kvm. A NetBSD box attached via the same
kvm doesn't have an issue - it detects the key no problem. The ubuntu
box doesn't detect the key at the X level - if I run xev I get no output
when I press th
