I tested update-manager version 0.196.18 from trusty-proposed and
libwayland-egl1-mesa-lts-xenial was installed (on a system that had the
-vivid version) after installing the new HWE stack.

I did an HWE upgrade today, with -proposed enabled, on a 14.04 system
with the Vivid HWE stack installed. After the upgrade I had the
xserver-xorg-video-mach64-lts-xenial and xserver-xorg-video-r128-lts-
xenial packages installed.

I tried recreating this today by installing the -lts-utopic, -lts-vivid,
-lts-wily HWE stacks and then purging the 3.13 kernel (linux-
image-3.13.0-93-generic), and then running 'sudo aptitude purge ~c'.
The removal of the /etc/X11/X symlink only caused a problem after
rebooting with the -lts-utopi

If you look at libcgmanager0, it is clearly not an issue of dropping the
lesser digits. Its likely that there was an issue with the ddebs server
and for example 204-5ubuntu20.12 wasn't available at the time of
retracing. Looking at it now we can see 20.19 is available.
