Vulkan 1.2 has been released in Jan 2020. So, we would need to update to
the 1.2.132 loader which is the latest release.
I have modified the bug and description accordingly.
Is there any chance of this bug being taken up?

test.
The test case that is fixed in this bug is a CTS test namely

After upgrading to oneiric, using opera-next (version 12.00.1105 from the Opera
deb repository) triggers a gpu lockup: mouse still moves but the screen does
not react to input and is not being updated. It is possible to ssh in and get
e.g. Xorg.0.log.
