For test cases: You can test vulkaninfo or vulkan-smoketest or the Vulkan CTS test. The test case that is fixed in this bug is a CTS test namely "dEQP-VK.api.version_check.entry_points" that can be run with the cts binary.
./glcts --deqp-case=dEQP-VK.api.version_check.entry_points I have tested the libvulkan-dev, libvulkan1 and vulkan-utils packages from version 1.1.70+dfsg1-1ubuntu0.18.04.1 with the above apps and found that the issue is fixed and there are no regressions seen.
