This is not a suspend/resume bug. It is exhibited immediately after
boot.
I added the i915.modeset=0 line to grub, but saw the following in the
dmesg log:

I have not been able to reproducve the corruption after suspend/resume.
THe window manager has also been fixed in recent updates. However I
have found some opengl texture corruption that I have filed as bug
433974.

Bit more investigation shows that the disappearing titlebars are in fact
caused by a window manager problem. Going to appearance->visual effects
and changing the effect level restores the title bars.
Titlebars disappear after every restart, but the graphics corruption
only appears sometimes. not

Booted into Karmic Alpha 5 liveCD. with driver version
1:6.12.99+git20090825.fc74e119-0ubuntu1
no "tearing" noticed visible when moving, scrolling and resizing
windows. All visual effect levels tested.
Looks like this one is resolved in Karmic.
