Sorry for the delay, had other things to deal with.
This issue seems to have gone away for me. You will have to trust me on
this, but I did recreate the problem several times before posting this
report.
In answer to your questions, not that it seems to matter now, no changes
beyond the xorg.confi

Load "glx" in xorg.cong causes a 50% drop in 3d performance. Noticed glx
wasn't loaded in xorg.conf with the ati sourced driver when I was trying
to figure out why other distros were so much faster than Ubuntu.
