This might be a driver bug or it might be a hardware problem.
In case it is a driver bug then I have assigned it to both the 'modeset'
Xorg driver and the kernel 'i915' driver. Can you please boot a newer
version of Ubuntu from USB and tell us if it has the same problem?

Try this as a workaround: edit /etc/gdm3/custom.conf and uncomment the
line:
#WaylandEnable=false
Then reboot. If that works then this is a duplicate of bug 1798790.
