This might be a driver bug or it might be a hardware problem.

In case it is a driver bug then I have assigned it to both the 'modeset'
Xorg driver and the kernel 'i915' driver. Can you please boot a newer
version of Ubuntu from USB and tell us if it has the same problem?

If this is a hardware problem then there are two possible causes I can
think of:

* Poor VGA connection or cable. Can you try a different cable?

* Maybe the monitor does not support EDIDs, but unlikely.
