using a corrected version of that file in all the examples above.

1. Using linker flag "-Bsymbolic-functions" for building library is your
policy.
Certainly it's not bad idea. It makes shared libraries more robust, so it
seems to be good manner indeed.
(But ... I wonder why not "-Bsymbolic" instead
This is unquestionably a bug in the Ubuntu SWAT package. If you can't
log into SWAT as an administrator on a standard Ubuntu system, then the
package is broken.
Not only that, but the Importance level of "Low" is wrong, since the
package is not functional as installed.

a simpler solution is to create two symbolic links
ln -s /usr/lib/libMagick.so.10 /usr/lib/libMagick.so.9
ln -s /usr/lib/libWand.so.10 /usr/lib/libWand.so.9
