You are right in your assumptions above
- the difference in naming of the settings item is down to the UK English
translation choice of "Mobile" rather than "Cellular" (you would also see
this wording in the network indicator menu).

Anybody seeing a broken Telegram app? I can still receive messages, and the
scope appears to be working, but anytime I open the app I get the start
screen with 'No chats' and the app is frozen (before it has a chance to
