[Ubuntu-phone] ANNOUNCEMENT: snap support in bileto

Hi all! Happy US election day! Today I've rolled out the very first iteration of snap support in bileto. It's very rudimentary at this point but it does appear to work, so I'm opening it up for a public pre-pre-pre-alpha. Here's how to use it: 1. Commit your snapcraft.yaml to your project trunk.
