In my opinion, normally sentence capitalization (not each word
capitalization, but just important words) would be the right way to go,
but as the manual has so many titles and subtitles, sentence
capitalization isn't very convenient; it looks a bit messy too.

I suggest we just use capitals at the start of the sentence for everything
except names of programs, which are capitalized. AFAIK most of the current
headers follow that style. Capitalizing every word looks silly.

I agree with you, Jamin; chapters and sections should be title case, whereas
lower sections should be sentence case. However, do remember that in title
case, conjuctions and other words like 'a' and 'the' shouldn't be
capitalised.

As I've been doing some editing just now, I have noticed there is a lot of
variation in the way people are using capitals in titles. We need to decide
on this so it is consistent throughout.
