In my opinion, normally sentence capitalization (not each word capitalization, but just important words) would be the right way to go, but as the manual has so many titles and subtitles, sentence capitalization isn't very convenient; it looks a bit messy too.
Now, I urge that all the capitalizations, no matter the title level, should be of the same type. This looks more organized and consistent. So, I support the first-word capitalization only.
