4028108k is not 4 GiB, it is ~3.84 GiB, but if I sum that value with
reserved, I get number that i want (4095 MiB). is it correct way to
calculate total memory available for OS? and what is reserved memory?

P.S. but maybe you are right and Windows reserve some memory too, but
just don't count that memory as lost.
