4028108k is not 4 GiB, it is ~3.84 GiB, but if I sum that value with
reserved, I get number that i want (4095 MiB). is it correct way to
calculate total memory available for OS? and what is reserved memory?

confusion caused by gnome system monitor rounding scheme, which result in 2.0 
GiB reported if 2 GiB installed, but 3.8 GiB reported if 4 GiB installed.
Log for 2 GiB is: Memory: 2054364k/2096704k available (2466k kernel code, 
41948k reserved, 1309k data, 316k init)
I don't know if it may be called UI bug, but this definitely lead to confusion

and windows task manager report not a bios value, but currently it is
bios value minus 2 MiB which it seems used by OS loader or something so
only 4094 MiB left for OS and apps
