I am able to reproduce the error. Also, tried the following:
1. put a sample .ogg file on a webserver and added that link as a radio
station. when i tried to play, i got the same error.
2. I tried to play these ogg files from movie player and got the same error in
the same dialog box like rhythm
For completeness, my versions are:

I invoked "rhythmbox -d" and the attached file consists of the debug data

Hi let me be more clear. you can find the ubuntu version in /etc/lsb-
release file. secondly, dvd+rw-format is part of dvd+rw-tools package.
you can find the version of that package with "dpkg -l dvd+rw-tools"

Confirmed that downloading the 'usb-modeswitch' package solves the problem on
