We found out that the touchscreen is disabled by libinput after suspend/resume:

In wireplumber 0.4.17, the file src/config/policy.lua.d/10-default-
policy.lua contains a list that is allowed to switch between Bluetooth

Ah sorry, could you check the content in the git repo again? I've
removed the maintainer script since I moved the extension of systemd
service "ModemManager.service" to /usr/lib/systemd/... so the maintainer
script is no longer needed.

On Ubuntu 23.10 VNP, could you confirm that NVIDIA driver is installed in the
system?
They might be running on Nouveau especially the apt repository for 23.10 is now
unavailable.
I can reproduce the issue on 23.10 after changing sources to old-
releases.ubuntu.com, then install NVIDIA driver usi
I'd like to confirm a workaround/fix (idk, just judging from the
symptom), I tried removing:
Requisite=graphical-session.target
from /usr/lib/systemd/user/xdg-desktop-portal-gnome.service, and the
x-d-p-gnome service can be started normally so the launch timeout is
gone.
