I installed intrepid from scratch on a different partition and copied
the .gnupg folder into the new user for intrepid. When I use enigmail
(within thunderbird) in intrepid, I get the following error message

I can confirm this by looking in the sources.
gtweakui-galeon.desktop has the icon /usr/share/gTweakUI/g.png
configured.
The desktop files gtweakui-menus.desktop, gtweakui-nautilus.desktop, and
gtweakui-session.desktop have no icon configured.

As upstream development kindly indicated, this is considered a feature of
commandline programs to be silent on success. Also a way to regain the old
functionality is provided. I think it's safe to close this bug. (see upstream
report)

Thanks for reporting this issue and helping to make Ubuntu better.
Looking at the sources, the icon is in gtkam.desktop configured, and the
is in the /usr/share/pixmaps/gtkam.png . Probably the full path must be
put in the .desktop file.

This problem is not reproducible on KDE4. Due to the fact that it seems
to be fixed on KDE4 and upstream will not fix it on KDE3, I am closing
