I am bitten by this bug too. There is no way you can use a LP across
Ubuntu distributions. If it works with hardy, it doesn't work with
karmic and vice versa. This is the error message I get:

I've been running 2.0.2 on my hardy server for a while, no problems
detected. I've attached a debdiff, default format is set to pack-0.92

I am to blame for the Merkaartor update. No excuses, it was poor
judgement and poorly carried out. Furthermore, the resulting binary has
regressions of an error allegedly fixed in 0.13.2 ( bug #322515 ).

The fltk1.1 package builds fine under karmic if you apply the patch
which is issued by dpkg-gensymbols just before it fails. I think it is
likely that the missing symbols are dead code, although I haven't
checked it.

tools package. For lucid (amd64 architecture) I've got 2 filesystems,
neither of which are mounted unless a build is in progress. "lucid-
amd64" appears to be a clone of "lucid-amd64-source", and when updating
the builder etc.

The strange thing is that a bit before the line I quoted above, the
build is invoked by:

The attached patch fixes the problem. I assume the problem has to do
with a changed behavior of cmake, but I don't know a thing about cmake
so I don't know how to devise a proper fix.
The patch hardwires the value of SYSCONF_INSTALL_DIR to "/etc" in the
file cmake/Modules/DefineInstallationPaths.c
