upstream, and started the whole discussion on where to patch this (given
the worst case scenario with an overhead of ~10%-17%).

/usr/lib/klibc/bin is provided by the libklibc package, and is for use with
initramfs. This is a work-in-progress, and does *not* replace coreutils.
I really do not think you should use it in lieu of the standard
utilities in coreutils.

help' option, for all utilities: it now displays a line stating:

This is not a ' date' errors, but a parameter error. The environment
variable TZ should be specified following the ' tz' database. For
example US PDT would be "Americas/Los_Angeles":

Duh. I should read the output of a command before copying & pasting.
Redoing my example, now with TZ="America/Los_Angeles":

Since there may be other impacts from such a change, I decided to query
the developers (via the ML ubuntu-de...@lists.ubuntu.com), and will wait
for feedback.
Personally, I agree with you, though.

I agree with Andrew. The marker for a directory is the slash (if such
marker is needed, at all). /* is either a file (if shell globbing is
disabled, or if provided between quotes), or all files under the
directory (if globbing is enabled).
As such, marking this bug INVALID (not-a-bug).

I am sorry we never got to this bug in time. Dapper is now unsupported,
and -- as you verified -- it works on Hardy (and Intrepid, since both
use coreutils 6.10). I just tested with Karmic coreutils and current
upstream, and both also work.
