Duh. I should read the output of a command before copying & pasting.
Redoing my example, now with TZ="America/Los_Angeles":

hggdh $ date
Tue Sep 22 13:54:46 CDT 2009
hggdh $ env TZ="America/Los_Angeles" date
Tue Sep 22 11:54:50 PDT 2009
hggdh $

date not yield correct if TZ env is set
