I'm investigating this more. Tango seems to have been relicensed under
the public domain. This is good news as Debian legal has issues with
mixing CC below 3.0 and the GPL.

I can confirm that the new version in debian resolved this issue.
I've prepared a merge from Debian. Subscribing ubuntu-release for
guidance.
Do we want the newest version in Jaunty? It would be helpful (beyond
fixing this bug) for those of us working on packages for Debian as the
new release use

Yes, it's the same used by evolution-data-server. EDS shipped it's own
version of libical until GNOME 2.25 when it was also ported to use the
upstream version. That's the reason for this being ported to use it as
well.
