I had confirmed the above by checking apt-cache with the media being the
only source. However, grepping around /cdrom/dists/plucky, I don't find
mokutil at all. Looking in the ISO build logs, it seems to be a
duplicated seed. I think this is why above it didn't fail on grub-efi-*.
