Yes simpledrm is meant to be built-in, but adding "drivers/gpu/drm/tiny" also includes bochs.ko and cirrus-qemu.ko which will matter for some VMs.
I don't suppose anyone is using a kernel build where CONFIG_DRM_SIMPLEDRM=m when it should be CONFIG_DRM_SIMPLEDRM=y ? Or maybe --add-drivers is doing something to help simpledrm like adding missing prerequisites.
