initramfs-tools hook should only call configure_networking in case a
network configuration is needed in the initrd.
This bug could be considered a duplicate of bug #2
configure_networking tries to configure the network. It takes around
five minutes for it to give up. So the boot will take five minutes
longer but will not fail.

Ah, that makes sense now. I avoided the erase disk option before,
because if I remember correctly, it didn't work with my multi-boot setup
in 22.04. But it seems to work fine in 24.04 (OS switching with BIOS
boot menu, or rEFInd). So no need for me to mess with luks1 and
