from a file manager or started VLC via the menu.In both cases it uses

I haven't seen any update. The sof-cfl.ri did say it was accessed
yesterday but not modified for couple of months. I downloaded it again

You could give the involved components a try on Focal+[1].
That would allow to switch the components one by one while staying on Focal.
There is no linux-generic-hwe-20.04 yet that is on the new level. But
that you could try from [2] (even more versions to compare if needed).

I tried your steps:
- When using wayland, the flashing also doesn't occur on the desktop
- Kernel 5.4.0-52 doesn't boot at all
- Kernel 5.8.4 does boot, but the flashing is still there
Editing the gdm3 config file however, did fix the flashing on the log in
screen. On both t
"HomepageLocation" has a bit of a misleading name. It defines only the
page that is opened when clicking the homepage toolbar button, which
isn't a thing anymore.
So what you really want to define is "RestoreOnStartupURLs"

How to get a crash report? I simply start the service and it dies after
some seconds. Nothing in the dhcpd log is indicating a crash. The
process is simply gone.
The systemctl status reports:
