do you have a command to reproduce this? I would like to use it to
verify the fix.
I tired this on a Cosmic KVM allocated with 2G ram, 512MB swap, with:
* "zswap.enabled=1 zswap.zpool=z3fold zswap.max_pool_percent=5
zswap.compressor=lz4" added to the grub
* z3pool, lz4, lz4_compre
Problem still present in 8.3.0-4ubuntu1. (If that's indeed the issue, I
don't really know how to revert to 8.3.0-2ubuntu2 to make sure.

I got an "could not install 'install-info'" warning at the end of my
upgrade, with the details "triggers looping, abandoned". Then a new
warning telling me that the upgrades could not be installed, that the
system might be broken, and that it was running dpkg --configure -a.

Please this is the same bug i reported before in the fresh install 18.04
lts xubuntu 18.04 partition, with internal gpu (apu a8 5500) enabled
with hdmi audio but always analog output does not work. Attached to the
previous. Does anyone fix this?

The root cause of this problem is plymouth, indeed.
The 'chvt N' command blocks if the VT/tty is in VT_AUTO + KD_GRAPHICS
state.
In this state the kernel bails out early in the ioctl(VT_ACTIVATE) syscall
and does not post the VT_EVENT_SWITCH event the ioctl(VT_WAITACTIVE) syscall
will be waiting
